Research Contributions in a Nutshell

Based on Social Science Citation Index 1993, 1994, 1995; and the ones published in 1996):

1. Publications have been cited in many journal articles-- most of them in the top journals in the field (in Public Administration Review; Journal of Public Administration: Theory and Research; Administration and Society; Public Administration Quarterly; American Review of Public Administration; Journal of Public Administration Education); books chapters (four times); and books. The scholars and practioners who referenced my work include reputable public administration scholars such as: Barry Bozeman, Guy Peters, James Carroll, Bernard Ross, Kenneth Meier, Donald Kettl, David Rosenbloom, Hal Rainey,  and influential practioners such as Vice President Al Gore, John M Kamensky (Deputy Project Director of National Performance Review), and Barbar Dyer (Director of the Alliance for Redesigning Government at the National Administration).

(Details of the citations are available upon request).

2. Selected Reviewers' comments on published  articles or book chapters:

a. For the paper: "A Conflict Resolution Approach to Public Administration" published in January, 1997 in Public Administration Review..

"The paper makes a very important contribution to the field... "Conflict Resolution" should be in the title of a chapter in every text in the field, as you suggest. I applaud your originality and insight at bringing this to our attention. One wonders how we ignored the serious study and integration of conflict resolution for so long. I am positive that the piece will be of great interest to PAR's readers and will reprinted frequently." Rosenbloom D., Distinguished Professor of Public Administration, American University, former editor-in-Chief, PAR. April 24, 1996 .

"I have read a fair amount in the conflict resolution literature and find your integration of it with public administration compelling." Professor Irene S. Rubin, Current Editor-in-Chief, PAR (In editor's letter).

b. For the paper: "Intergovernmental Relations and Productivity" to be published in Public Administration Review:

"The paper makes a valuable contribution to forward thinking about IGR in a period of large scale administrative reform. It should be of great interest and utility to many of our readers." Rosenbloom, D., Distinguished Professor of Public Administration, American University, former Editor-in-Chief, PAR, Nov. 1994.

C. For the book chapter "Democracy and Interest Group Politics" (In Chinese) in New Political Science currently in production by Chinese University of Hong Kong Press), unanimous reviewers wrote (Reviewers are selected field experts by the Political Science Department of the Chinese University of Hong Kong - a prestigious university in Hong Kong):

"The best part of the article's contribution is not that it has reviewed and evaluated the various schools of thought on interest group politics, but that it pointed out that "interest groups" have existed and being practiced in various forms in China. The paper described how interest groups politics have budded in various ways in the Communist China yet failed to achieve its full fledged political functions (either positively or negatively) as they have in democratic countries such as the United States. The author pointed out that the contained political function of Chinese interest groups had a lot to do not only with China's political systems but also with its deep rooted culture. The authenticity of this research finding, though yet to be formally confirmed, carries with it an undeniable importance."

d. For the refereed conference paper "The Implications of Tax-sharing Reform," which is to be published as a book chapter by Jan., 1997,

"This annual conference has gathered many reputable scholars and many heavy duty papers. ... The authors of this book are all seasoned scholars in the field. Predictably, the new book will be a high standard book with a huge readership.... Your contribution is an indispensable part of the book." Prof. Xu Dianqing, Huron College, Former President of Chinese Economists Society in North America, Canada
