The Russian number system is not entirely stable. The following rules are the rules required for writing documents according to the literary norms of the language.

The number два is used to quantify masculine and neuter nouns. Две is only used with feminine nouns. The numbers three and four can be used in all genders. When a number phrase is in the nominative case, the numbers two, three and four are followed by the genitive singular of the noun they quantify:

The phrase ‘oblique cases’ means the genitive, dative, prepositional and instrumental cases; that is, eveything but nominative and accusative. When the numbers two three and four occur in the number phrases in the oblique cases, they behave as adjectives, agreeing with their nouns in case:

Accusative number phrases that contain the numbers two, three and four sometimes copy the nominative case and sometimes copy the genitive case. They copy the nominative case when they quantify an inanimate noun. They copy the genitive case when they quantify an animate noun:

Numbers are sometimes referred to as ‘quantifiers.’ An adjective that comes after the number but before the noun we will call a post-quantifier adjective. In phrases with the numbers two, three and four, the endings of post-quanitifer adjectives depends on the case of the number, the animacy of the noun, and the gender of the noun.
If the number два is used, then the post-quantifier adjective is in the genitive plural. The noun is in the genitive singular:

If the number две is used, then the post-quantifier adjective is in the nominative plural. The noun is in the genitive singular:

It is also possible for post-quantifier adjectives to appear in the genitive plural after две. This is an older norm and is dying out.

If the numbers two, three and four occur in accusative number phrases, the entire phrase, including the post-quantifier adjectives, copies the equivalent nominative phrase if the noun is inanimate and the genitive phrase if animate:

If the numbers two, three and four are used in a nominative phrase, then the pre-quantifier adjective is almost always in the nominative plural. The adjectives that come before quantifiers in this context are usually forms of весь, тот and этот:

When the numbers two, three and four are in nominative phrases, the verb may appear in either a neuter singular form or in a plural form:
Там работают два брата. Там работает два брата. Там работали два брата. Там работало два брата. Там будет работать два брата. Там будут работать два брата. |
If the noun phrase comes after the verb and is inanimate, the verb tends to be neuter. Likewise if the noun phrase indicates weights, measures, or time periods, the neuter is more likely.
На столе лежало два карандаша. Два кило яблок лежало на столе. Три дня прошло. |
If the noun phrase has a pre-quantifier adjective in the nominative plural, only the plural form of the verb is possible:
На столе лежали мои два новых карандаша. Все три брата работали в одном киоске. |
The rules above also usually apply when the numbers two, three and four are composed with other numbers, e.g. 24, 32, 53. The exception is the accusative case. When 2, 3, 4 are in an accusative number phrase composed with other numbers, they always copy the nominative form, not the genitive form. Compare:
Партизаны выгнали двух фашистов из деревни. The partisans drove two fascists from the village. |
Партизаны выгнали двацать два фашиста из деревни. The partisans drove 22 fascists from the village. |
В поле мы увидели трёх мальчиков. We spotted three boys in the field. |
В поле мы увидели сорок три мальчика. We spotted 43 boys in the field. |
Автобус привёз четырёх туристов. The bus brought four tourists. |
Автобус привёз семьдесят четыре туриста. The bus brought 74 tourists. |
