The 24th ARA Congress took place in Liège (Belgium, Europe) from July 21 to July 24, 1999. The Congress centered on the general topic "Quality of Life." Some 250 scholars came from 12 different countries to tak e part in this event. Among the participants were 150 scholars from Romania.

The Congress festively opened in the Amphithéâtre de l’Europe at the University of Liège. It was organized and presided by Dr. Liviu Masalar, Chair of the Department of Metrology and co-sponsored by Dr. Henry Lecocq, Chair of the Department of Robotics, who assisted him. Other sponsors of the Congress include The American Romanian Academy of Arts and Sciences, the Romanian Embassy in Belgium, the SRAC, The Polytechnic University of Bucharest, and the Romanian society Supraconstruct.

ARA President, Dr. Ion Paraschivoiu (Ecole Polytechnique de Montreal, Québec, Canada), and ARA Secretary General, Dr. Monica Grecu (University of Nevada at Reno, USA) arrived early to implement and fine-tune the last minute improvements. The parallel sessions, discussions, and the round tables were of excellent quality. Though many of the sessions of the 24th ARA Congress were in the hard sciences, the humanistic studies presented a collection of pape rs that stirred ample discussions. The sessions presented a balanced variety of interdisciplinary subjects, discussions, and a fruitful exchange of opinions to an alert audience. Proceedings of the 24th ARA Congress will be published in several volumes. They should be available in time for the 25th ARA Congress in the year 2000.

The presence of several distinguished personalities gave the Congress special luster. They included Monsignor Octavian Barlea, the founding father of ARA; Dr. Constantin Corduneanu, Prof. Emeritus at the University of Texas at Arlington, and the immediate past President of ARA; V. N. Constantinescu, the Romanian Ambassador to Belgium; E. Simion, the President of the Romanian Academy; J. Bozet, the Dean of the Faculty of Applied Sciences of the Univ ersité de Liège; the Belgian Deputy, Philippe Henry; as well as presidents, vice-presidents, deans and administrative directors from various universities from abroad and State Departments from Belgium. ARA President, Prof. Ion Parasch ivoiu read to the audience a message from the President of Romania, Mr. Emil Constantinescu, and another one addressed to the Convention by several leaders of Romanian Churches and Romanian Associations in the State of Ohio proposing to sponsor the next A RA Annual Congress.

The Provincial Government of Liège extended its welcome to the Congres participants during a reception in their honor. A visit of the "palais provincial" (provincial palace) followed. It provided an occasion to see and admire the rare beauty of the palace’s Medieval architecture.

ARA Congresses always include cultural activities along with the academic. Thus Professor Emeritus, Lorry Walfish, gave a masterful piano performance. The recital was followed by a reception offered by the Romanian Embassy in Belgium in the Lobby of the Amphitheater Bldg. of the University of Liège. An improvisation followed, including epigrams, poetry, reflections. Performers included C. Berbente, C. Matasa, G. Coanda, A. Dragan and L. M asalar. The audience found these spontaneous performances to be a welcomed lighter note.

The ARA General Assembly took place on Saturday, July 24th, 1999. The membership expressed their satisfaction with the success of the Congress. Dr. Liviu Masalar, the organizer of the event summarized it by saying that the most positive aspect of the event, besides its scientific and professional international exchange value, remains the opportunity to network, and to propose interesting projects for the near future.

The many participants who came from so many parts of the world had an opportunity to be tourists for a short while on a trip to Louvain and Bruxelles. They experienced directly some of the lifesty le of this small, yet wonderfully friendly country of Belgium.

The Congress concluded with a banquet providing a festive occasion for all those who were recipients of ARA 1999 Awards. They shared their joy and the honor bestowed on them with the rest of the membership.

The 25th ARA Congress 2000: A Silver Anniversary for ARA

It will be held in Cleveland, Ohio, U.S.A. between July 12-16, 2000. The Chairman is Dr. Petru Cocârteu, and Prof. Dr. Nicolae Pavel and Prof. Dr. H.E. Chodosh are the Co-chairmen. More information on this congress will be provided in the "Call for Papers." It will be sent at the beginning of the year 2000. Contact your ARA Branch Responsible Person.

On a Personal Note:

The 1999 ARA Awards were given to five ARA members for their valuable contribution to the sciences and humanities. The members so distinguished came from Belgium, Germany and the USA.

Professional commitments have prevented Dr. Aleksandra Gruzinska from taking part in the 24th ARA Congress. She would like to take this opportunity to express her gratitude to the members of the American Romanian A cademy of Arts and Sciences and President Ion Paraschivoiu for the distinction bestowed upon her at the 24th ARA Congress:

"I feel very honored. The Academy has provided a forum for many valuable experiences including the opportunity to share interest in E.M. Cioran with other Romanians and non-Romanians long before Cioran had become a celebrity. Publis hing the ARA Newsletter has resulted in a close collaboration with other ARA members. Editing a volume on the Essays on E.M. Cioran has made it possible for me to make a significant contribution to the already existing list of scholarly work s on Romania published by other ARA members. These experiences have resulted in a better insight into Romania, her history, her people and her culture. I value the deeply felt friendship I share with many ARA members. There is also a feeling of ach ievement in seeing ARA grow stronger, more active and vigorous thanks to her renewed collaboration with intellectuals in Romania."

Dr. Constantin Corduneanu, Professor Emeritus (University of Texas at Arlington), has visited Japan from October 8-16, 1999. He gave several Colloquium lectures at the University of Electro-Communications in Chofu in Tokyo, a nd at Gunma University in Kiryu, Gunma Prefecture. He spoke on "Neutral Functional Equations with Causal Operators." He also met with several specialists from Japan in the field of Functional Equations. Most of the specialists were former students of the late Professor Taro Yoshizawa.

Prof. Ion Paraschivoiu, J. A. Bombardier Aeronautical Chair Professor, received the Award "Prix du Ministère" for his textbook on Aérodynamique subsonique (1998; 575 pages), published by Presses Internati onales Polytechnique.

On December 11, 1999, Katholieke Universiteit Brussel will host the International Congress of PADGE, (Center for Pure and Applied Differential Geometry of K.U. Leuven-Brussel) with an academic session in honor of the famous teacher and researcher in the field of Applied Differential Geometry, Prof. Radu Rosca. He is of Romanian origin and is presently living in France. Colleagues from France, Germany, Romania and Belgium will give talks on his life and work. Congratulations from various officials will follow.

During the 24th ARA Congress held in Liège in July 1999, Professor Radu Rosca has been admitted to the rank of Honorary Member of the American Romanian Academy of Arts and Sciences. Because of his absence the Diploma could no t be handed over to him at that time. It will be given to him during the PADGE Congress by the West-European ARA Branch Responsible Person, Prof. Dr. Eng. Liviu Masalar together with the congratulations sent by the ARA President, Prof. Dr. Eng. Ion Parasc hivoiu.

Translators of Romanian Literature Symposium

The Symposium took place on May 12-23, 1999 at the Romanian Cultural Center (RCC) in New York under the leadership of Carmen Firan, Director of the RCC. It brought together writers and translators from different parts of the Uni ted States and Romania for two days of intensive exchange of ideas. The Symposium included literary pieces, translations, and book launchings. A reception was offered by the Romanian Consulate in New York. It facilitated meetings with representatives of t he Romanian press, editors, and gallery owners. Participants included familiar names: Prof. Alexandra Golopentia, Dr. Constantin Eretescu, Prof. Aureliu Ciufencu, Prof. Ileana Orlich, Prof. Adam Sorkin. Romanian writer, Mia Padurean, was introduced by Dr. Monica Grecu. She is in the process of translating, Padurean’s book, Bitterness and Hope. Proceedings of the Symposium will be published in the near future.

IREX Promotes Career Development in Romania

WASHINGTON, DC--The United States Agency for International Development (USAID) has just awarded the International Research & Exchanges Board (IREX) a grant to implement an innovative proje ct to encourage Romanians studying in the United States to return to their home country and pursue rewarding careers. The goal of the Return to Romania Project (RTR) is to facilitate the return and reintegration of Romanian students into Romanian society by offering them a range of choices in finding career opportunities while providing them with a continuing source of American contact and support.

The idea of US Ambassador to Romania James C. Rosapepe, RTR seeks to empower Romanians with US degrees or university training to have a greater impact on Romanian society by providing increased access to employment opportunities. RT R provides the chance for all Romanians who have studied in the United States to participate in career enhancing activities such as Job Fairs/Career Forums, which introduce American and Romanian employers to potential Romanian employees. IREX will also de velop a database of Romanian undergraduate and graduate students in the US and a database of potential employers. These and other activities will be launched from an Alumni Support Center in Bucharest. The center will serve as a job referral service and c areer development center and provide access to such limited resources as computer workstations, fax services, and e-mail to facilitate job searches. The center will be open during regular business hours and will serve as a central meeting place for return ees. Its resources will allow returnees to create, polish, and print their resumes, fax or e-mail them to potential employees, and perform web-based job searches. In addition, IREX will create a reference library of job search guides and career manuals. < /P>

IREX is a Washington-based international nonprofit organization with more than 40 years experience managing exchange and professional training programs in Central and Eastern Europe and Eurasia. 2000-2001 Grant Opportunities for US Scholars

The International Research & Exchanges Board (IREX) administers academic exchange programs for US scholars traveling to Central and Eastern Europe, Eurasia, and Mongolia. With funding from the United States Department of State (Title VIII Program and the Bureau of Educational and Cultural Affairs), The Carnegie Corporation of New York, the National Endowment for the Humanities, The Starr Foundation, The Henry Luce Foundation, Inc., and its own Scholar Support Fund, IREX supports the following programs:

Fulbright Senior Scholar Program

Beginning in fall 1999, IREX will be cooperating with the Council for International Exchange of Scholars (CIES) to provide in-country orientation and assistance for US Fulbright senior scholar s in the countries of Armenia, Azerbaijan, Belarus, Estonia, Georgia, Kazakhstan, Kyrgyz Republic, Latvia, Lithuania, Moldova, and Uzbekistan. Mongolia Research Fellowship Program

Fellowships for US specialists, doctoral candidates, and senior scholars to conduct advanced social sciences and humanities research in Mongolia for periods of one to four months.

Mongolian Language Training Program

Grants for US students with a developing interest in Mongolia to take part in a twelve-week intensive summer language training program in Ulaanbaatar.

Deadline: January 14, 2000

Russian-US Young Leadership Fellows For Public Service Program

One-year exchange fellowships for non-degree, graduate-level academic programs in the field of Russian area studies, including course work in conflict resolution, economics, government studies , history, international relations, and political science at universities throughout the Russian Federation. The program also includes a community service component and a professional internship.

Deadline: November 30, 1999

Short Term Travel Grants

Grants for scholarly projects focusing on Central and Eastern Europe and Eurasia. Support is available for visits of up to two months for individuals who do not require administrative support from IREX. These projects should demonstrate academic merit and relevance and contribute to the body of knowledge on these regions through the dissemination of research results.

Social Sciences amd Humanities Network

The Social Sciences and Humanities Network supports the ongoing stabilization and development of higher education in Russia, Ukraine, and the Caucasus throu gh individual targeted exchanges, institutional partnerships, and information dissemination projects. All three components of the program actively encourage partnership and participation from American scholars and institutions. Deadline: January 14, 20 00
