The Minimum Requirements Approach
This approach assumes that every region or local area has a minimum amount of goods and services that is locally demanded
The minimum requirement is identified by comparing several regions of similar size (population) and identifying the minimum employment (or output) levels in each sector
The minimum level of employment or output among all the comparable regions for each sector is the non-basic requirement. All employment and output beyond that level is export related or basic
