     Prior to 1973, there was an increase in labor immigration to France.  After 1973, the French government imposed controls over labor immigration.  Immigration laws were amended, introducing limitations making it more difficult to immigrate to France.  In 1993, France implemented a new policy of "zero immigration."

     France has been a signatory of the Schengen Agreement since March 1995.  The immigration policies of all the Schengen member nations have been standardized, eliminating from an immigration perspective, internal borders to foreign nationals.  A foreign national, once entering one of the signatories of the Schengen group, need not show his or her passport when traveling between member nations.

     The current member countries in the Schengen Agreement include; Austria, Belgium, France, Germany, Greece, Italy, Luxembourg, the Netherlands, Portugal, and Spain.
