Migrants who are most welcome come from Turkey, Italy and Poland. They are
recruited by Germany for imported labor.
Turkey is the largest immigrant group with 7 million people and they go to
Germany to find work. I have two articles from recent newspapers that are really interesting.

A lot of immigrants in Germany have not gained 
citizenship therefore they are not entitled to vote leaving them powerless 
to do anything about government decisions.

Requirements for foreigners to become citizens:
lawful, habitual residence in Germany for 8 years
possession of a residence permit or right to reside
declaration of loyalty to the constitution of the
Federal Republic of Germany
no anti-constitutional activities, 
no conviction for a criminal offence, with
the exception of petty offences, in
principle renunciation or loss of previous nationality
sufficient German language skills
in principle renunciation or loss of previous nationality
usually guarantee of the means of subsistence without supplementary benefits or
unemployment support (does not apply to applicants for naturalisation that have
not reached the age of 23 when applying)
Documentary Proof, documents required
passport or other documents for establishing identity and proving nationality
 
proof of marital status, e.g. birth certificates or certification of parentage, where
applicable marriage certificate or certified copy from the register
 
A curriculum vitae written in the Applicant's own hand; the curriculum vitae should 
describe the applicant's personal background and professional career and 
not be in tabular form (only from applicants for naturalisation that have 
reached the age of 16)
 
Proof of sufficient German language skills
Proof of Income and assets(e.g. confirmation of earnings, tax assessments, rulings 
on pension applications, rulings on maintenance)
A recent photograph (only from applicants for naturalization that have reached the age of 16)
